I guess that those cd-keys are not added to steam - there was similar problem with retail games in Poland, where some cd-keys are added to steam, and some not. It's 1C responsibility, but some time ago when I was looking at this problem they couldn't help. Instinct can only help with technical issues, while all other things are in 1C responsibility.

I vowed not to play again untill the patch, that's more than 4 months ago. Came back the other day and found the same amount of drophackers, smurfs and general awesomeness. The latter ofcourse from cool players like shotter.
