shovel and bags

what does it do? with shovel and knapsack you build fortifications but it seems shovel and bags are bugged(or maybe im missing something)

Click the gear icon in the unit commands window bottom right corner, select sandbags from the resulting window and click somewhere to place them between your dude and the location you clicked. Or click and drag the left mouse button to place them where you clicked toward the direction you dragged.

i think he means whats the difference between the 2 types of Shovel and Bags, because the Shovel and Knapsack is for infantry fortifications and the Shovel and Bags is for vehicle fortifications like AT Gun sandbags

He is asking what they do. In case I misunderstood and he really did mean the AT gun sandbags they are used the same way, except clicking the icon in gear menu is adequate and a bunch of sandbags are automatically placed just infront or around of the emplacement.

I have to admit I have no idea what the icons/inv models for each look like in game.
