Changing the Difficulty files

Hey, i was trying to change the files in the difficulty folder, in order to get rid of the accuracy and dmg reduction on normal difficulty. I figured i would just open the normal.dl file with notepad, and delete everything so it looks like this:

{difficulty
(include "generic.inc")
}


I saved this file and repacked up the modded gamelogic.pak and put this in the resource folder of my mod.

However the changes didnt seem to have any effect. Does anyone have any idea why that would be?
