But I cant figure it out for the life of me.

wanted Situtation : USA V Japan infantry wars in the pacific.

Solution, remove all vehicles from Japanese faction in the vehicles.xml, and abstain from using any as the Americans.

Problem : After removing said vehicle entries from the vehicles.xml, I still have Japanese forces spawning with vehicles.

So err, what am I getting wrong here? does the DCG use backup files from the main MoW folder or something?

What you did should work. Are you using Vista or Win7 and installed in C:\Program Files? In that case Windows tries to make copies in the VirtualStore, but it makes a big mess...

Nope, windows XP, it may just be fluke so far, but the only ones still appearing happen to be the Japanese motorcycle, 75mm gun, truck and the heavy MG, I guess I'll just keep running it through till the operations end and see what goes on.

Working fine now by the way, a couple of games later I started getting pure infantry armies from the japs, odd it took a couple of games, but still.

Oh, I get it now. Yes, the equipment gets loaded up for a session or a whole operation. Depending on what you are trying to do, you may not see changes until you start a new campaign.
