Many mods have it: a sandbox mode where you simply got unlimited MP and nearly unlimited CP - rather simple, but I think it would be a very good addition for example if you want to
- learn how to play as a new player
- try out units (especially special units - no 40 min waiting time)
- let players play what they want (if they just want to have some fun)

Now of course it should be marked that this is no competitive play mode, but I think it would be a great addition especially with all the new and complex stuff like apcr.

just create a game online with a password, change to high resources mark the "ready" button and start the game. No enemy and plenty of points to try out the units. Especially nice to find out the weak spots of the tanks.

Custom settings are selectable where you find the "standard" tag.

Yes, but it is still no real sandbox mode, especially since you still have to wait for the special units.
Well, i just thought it would be a nice little addition to the game.

Already requested this for MoW, when it was removed in a patch (it was there as an option called Test Mode).
Doubt it will happen as an official version.

Sand box mode would be very helpful.

Just to back it up just listen to 9:12 - 9:36. Hes pretty pro tbh.

That only allows you one force

and just to add to it all, you can't spawn in all the special units and you'd have to just afk to try a strum/per/308.

What if I want to try out a IS1 vs the tiger, and I'm to dumb to use the editor..

Just use Soviet stuff against the IS1 and memorise penetration values needed. You can use that knowledge for all units rather then just memorising distances for single units against enemies, which in the end is obviously simply to much to learn.
