In the map editor items under 'Fences' are available to add to the map or mission files. In terms of game performance is there any difference as to which file the fences should be added to?

Humans and vehicles should be placed in mission editor, aswell as fx's, everything else in mapeditor, its just better for you work and bugfinding if both is sepperated from each other.

about placing in file of maps the vehicles.
I had such accident:
when I to file of map added tramway (does not move model-original with game)I wanted add tramway as element of barricade.
it damaged me then missions.All trigger commands went mad.
for example: in mission I had 2 nebelwerfer41, they shot beautifully in some waypoint from beginning of game .
When add tramway to map file, these launchers nebelwerfer41 they stopped shooting but machine gun standing nearby began shooting in target (WP) my nebelwerfer41. :lol:
I thought that if orginalny tramway does not move so I treated him how every element of surroundings.

BTW. if someone will need tramway which it moves I can send my model.because I have two models now.original does not move and moving with passengers

For better performance PrivateDwelling, you must try use less units. If you uses too units ( humans and vehicles ) cause is lag .
