Will Fuel play a important role in the mod? Lets say, Will the amount of fuel be balanced according to national production of fuel?

I guess you would know if the fuel have a strategic role ingame.
Yes and no.

This is a tactical game. Both sp missions and mp matches are single battles, and apart dedicated mods like the Strategic Campaign by vecchiounno, fuel doesn't have a strategic role, in the real sense of the term.
You could steal fuel from damaged vehicles or call in fuel tank for refuel. But nations sides have no fuel limits.

In our case fuel became strategic (in a lower level) if you consider that each vehicles have an own fuel consumption level (influenced by manouvres, velocity, etc.). And when your vehicle fuel tank is empity, the vehicle is useless. In this case fuel management became strategic to win the battle.

It is worth adding that in the case of the multiplayer, most of the default maps are quite small (well, I'm comparing with the map Railwar here), and because most vehicles have a good amount of fuel in the start, it is unlikely that they will run out of fuel before they have been destroyed (altough it does occur on some occassions.) In singleplayer, on the other hand, fuel plays a far more signicifiant role.

I agree with SS-Kommando,

In MP, you either get your vehicle destroyed or you camp with it till the end of the round.
I haven't witnessed one round that I didn't have any more fuel in my vehicle. :P
